The Journey of the Three-Year Rotational Shepherding Model in Braunschweig, Germany
Preface: From Short-Term Missions to a Call for Long-Term Shepherding
In 2001, at the missions conference of Enyou Church, Dr. Long Weinei delivered a message titled “A New Era, New Challenges,” issuing a call to missions: “One person, one year of their life.” That year, I responded to God’s prompting and embarked on a missionary journey, participating in at least one short-term mission trip each year thereafter.
In the winter of 2010, I joined Enyou Church’s first short-term mission team to Germany. We visited university campuses across eastern Germany and, under the leadership of Pastor Hong Limin, engaged in two weeks of music evangelism, gospel tract distribution, and personal witnessing. This ministry continued for many years, gradually opening my eyes to the spiritual needs in that region.
In 2018, on the return trip from one such mission, Matthew 9:36 deeply moved my heart:
“When He saw the crowds, He felt compassion for them, because they were distressed and downcast, like sheep without a shepherd.”
This phrase—“like sheep without a shepherd”—kept echoing in my mind.
I began to reflect: What lasting help can our brief annual visits truly offer to the local believers? While short-term missions are important, can a pattern of “sporadic engagement” truly build and shepherd lives?
Through this, God illuminated my heart and led me to consider whether a more long-term, stable, and in-depth shepherding approach could be established to care for these sheep whom the Lord has compassion on.
After years of involvement, I gradually recognized the limitations of short-term missions:
They often resemble a fleeting touch, making it difficult to build deep relationships; the duration is short, with little follow-up; significant resources are invested, yet lasting spiritual fruit is not always evident.
This is not to deny the value of short-term missions, but to highlight that without long-term shepherding and accompaniment, spiritual growth is difficult to sustain.
In seeking a breakthrough, I considered practical constraints—U.S. passport holders can only stay in Europe for 90 days. Yet this limitation became an inspiration from God: if one individual cannot remain long-term, could a “team rotation” model provide continuous shepherding?
Thus, the concept of a “rotational shepherding model” began to take shape.
At its core, this model involves multiple churches sending co-workers in three-month rotations to reside locally, ensuring continuous shepherding, sustained relationships, and ongoing spiritual growth.
After evaluating several university cities in eastern Germany—such as Leipzig, Berlin, Jena, Halle, Weimar, Magdeburg, and Braunschweig—we chose the Braunschweig fellowship as the starting point for mid- to long-term shepherding.
In the summer of 2022, Collin County Enyou Church organized a small vision team to visit and share this vision and a three-year plan with local co-workers. Upon returning to the U.S., we also shared the mission with Dallas Chinese Fellowship Church (DCFC) and Plano Fellowship Church (PFC). By God’s grace, these churches responded in unity and committed to partnering in this ministry.
This model operates in three key areas:
Personnel:
We carefully recruit and train co-workers, prioritizing those with a burden for missions, basic theological training, and stable commitment. Each team typically consists of two to three people, preferably a couple capable of preaching, or a team of two brothers and one sister, serving for one to three months.
Living and Meeting Space:
We rent a fixed residence that serves both as housing for rotating workers and as a gathering place for small meetings and fellowship. Expenses are supported by mission funds, with a planned gradual reduction over three years to encourage local self-sufficiency.
Shepherding Structure:
Weekly Sunday preaching is arranged (online or in person) to ensure continuous spiritual nourishment. Monthly online meetings are held with local co-workers to discuss direction, provide training, establish core values, and develop a structured ministry framework.
The goal of this ministry is not merely to sustain a fellowship, but to help it grow into a mature church.
To this end, we established the “Braunschweig Chinese Christian Church Preparatory Committee,” composed of local core members, North American church representatives, and missionaries.
We hope that within three to five years, through discipleship training, pastoral care, co-worker development, and the calling of a suitable pastor, the fellowship will become a self-governing, self-supporting, and self-propagating local church.
We have faced many practical and spiritual challenges:
How to build deep relationships within limited time?
How to align vision and strategy among different churches?
How to ensure smooth transitions between rotating teams?
How to sustain manpower and resources without interruption?
These challenges continually test our faith and cooperation.
As the ministry developed, we realized that the key to long-term sustainability lies in raising up local co-workers.
Thus, beginning in 2025, we shifted our focus to training local leaders, especially in expository preaching. We encourage brothers and sisters to learn sermon preparation and participate in Sunday message sharing.
At the same time, a pastoral search committee was formed to seek a long-term shepherd for the local flock.
In the training process, several challenges emerged:
The limitations of remote learning
Some co-workers feeling their initial training is sufficient
Strong enthusiasm for learning, but limited practice and application
In response, we hold to several principles:
Do not rush the process
Do not turn the pulpit into merely a training platform
Above all, spiritual growth is more important than preaching skills
As it is often said:
“Life is the message; living is the pulpit.”
As we look to the future, we return to God’s Word for strength and direction:
In faith:
“Trust in the Lord with all your heart… and He will make your paths straight” (Proverbs 3:5–6)
In faithfulness:
“Entrust these to faithful people who will be able to teach others also” (2 Timothy 2:1–2)
In unity:
(Ephesians 4:1–6)
We also remind ourselves:
To faithfully carry our responsibility in the relay
To maintain a holistic shepherding vision
To steward resources well and use our God-given gifts
The three-year rotational shepherding model in Braunschweig represents our first bold step of faith (2022–2025) in missions and church planting. Though many challenges remain, we rely on God and follow Him step by step, trusting that His promises never fail.
1 Corinthians 10:13 reminds us:
“God is faithful, who will not allow you to be tempted beyond what you are able, but with the temptation will provide the way of escape also.”
The path of missions has never been easy, yet we firmly believe:
The power of the Holy Spirit surpasses human eloquence;
The testimony of life surpasses outward forms.
Even today, God continues to reveal His will through the Holy Spirit—through Scripture, prayer, circumstances, and the church.
Perhaps, as the book of Esther says:
“Who knows whether you have not attained royalty for such a time as this?”
May we seize the opportunity God has given us and faithfully respond to His calling in this generation.

德國布倫瑞克三年接力牧養模式的心路歷程
前言:從短宣到長期牧養的呼召
2001年,在恩友堂的差傳年會中,講員龍維耐醫師以「新時代、新挑戰」為題,發出「一人一生獻一年」的宣教呼召。那一年,我回應了神的感動,踏上宣教的旅程,從此每年至少參與一次短期宣教。
2010年冬季,我首次參與恩友堂德國短宣隊,前往德國東部各大學校園,在洪立民牧師的引領下,進行為期兩週的音樂佈道、發放福音單張與信分享息。這樣的服事持續多年,也讓我逐漸看見當地福音的需要。
直到2018年,一次短宣返程途中,《馬太福音》9章36節深深觸動我的心:「他看見許多的人,就憐憫他們;因為他們困苦流離,如同羊沒有牧人一般。」這句話不斷在我腦海中迴盪——「如同羊沒有牧人」。
我開始反思:我們每年短暫停留,究竟能為當地弟兄姊妹帶來多少幫助?短宣固然重要,但「一曝十寒」的方式,是否真的能使生命被建造、被牧養?
神藉此光照我,使我開始思考:是否能建立一種更長期、更穩定、更深入的牧養方式,來陪伴這群主所憐憫的羊群?
一、 短宣的反思與限制
多年參與短宣之後,我逐漸看見其限制:
短宣往往如同蜻蜓點水,難以深入交流與建立真實關係;服事時間短暫,缺乏後續跟進;在資源與人力上投入不少,卻未必能帶來持續性的屬靈果效。
這並非否定短宣的價值,而是讓我們看見:若沒有長期的牧養與陪伴,屬靈生命難以穩定成長。
二、 異象的形成:接力牧養的誕生
在尋求突破的過程中,我考慮到現實條件——持美國護照在歐洲可停留90天。這一限制,反而成為神給我的一個啟發:既然個人無法長期停留,是否可以透過「團隊接力」的方式,實現持續牧養?
於是,「接力牧養模式」的構想逐漸成形。
這個模式的核心,是由不同教會差派同工,以三個月為一個單位,輪流進駐當地,進行持續性的牧養與陪伴,使服事不中斷、關係能累積、生命得建造。
三、 事工起步:布倫瑞克的選擇
在評估德國東部多個大學校園城市(如 Leipzig、Berlin、Jena、Halle, Weimar, Magdeburg , Braunschweig 等)之後,我們決定以布倫瑞克Braunschweig團契 作為中長期牧養的起點。
2022年夏天,科林郡恩友堂組織了一支小型訪宣隊,前往當地與同工分享這個異象與三年計畫。回到美國後,我們也與達城恩友堂( DCFC)、豐盛恩友堂(PFC)分享使命,感謝主,眾教會同心回應,願意一同配搭,投入這項事工。
四、 接力牧養的實際運作
這個模式在實際推動上,包括三個重要層面:
首先,在同工方面,我們慎重招募與培訓,優先考慮有宣教負擔、具備基本神學裝備、並能穩定參與的弟兄姊妹。每一梯次通常差派2至3人,以能承擔講道服事的夫妻為優先,或由兩位弟兄與一位姊妹組成團隊,停留一至三個月。
其次,在生活與聚會空間上,我們租用固定住所,既作為接力同工的居所,也成為小型聚會與團契活動的據點。相關費用由宣教基金支持,並規劃三年逐步遞減,幫助當地學習自立。
在牧養層面,每週安排主日講員(線上或實體),確保屬靈供應不中斷;同時每月與當地同工進行線上會議,討論事工方向、培訓同工、建立核心價值與分工架構,使教會逐步走向成熟與有序。
五、 從團契到教會的藍圖
這項事工的目標,不只是維持團契運作,而是幫助其成長為一間成熟的教會。
因此,我們成立了「布倫華人基督徒教會籌備委員會」,由當地核心同工、北美教會代表及宣教士共同組成,彼此配搭、共同承擔。
我們盼望在三至五年內,透過門徒訓練、關懷探訪、同工培育與尋找合適的傳道人,使團契逐步建立為本地教會,能夠自立、自養、自傳。
六、 過程中的挑戰
在推動過程中,我們也面對不少現實與屬靈上的挑戰:
如何在有限時間內建立深度關係?
不同教會之間如何達成理念與策略的整合?
每一梯次之間的交接,如何做到順暢無縫?
在人力與資源上,如何持續供應、不致中斷?
這些挑戰,持續考驗著我們的信心與配搭。
七、 策略的調整與更新(2025–2026)
隨著事工的發展,我們逐漸意識到:真正長遠的關鍵,在於「在地同工的興起」。
因此,自2025年起,我們將重心轉向培訓當地同工,特別是在「釋經講道」方面的裝備,鼓勵弟兄姊妹學習預備講章,參與主日信息的分享。
同時,也成立尋牧委員會,積極尋找能長期牧養當地群羊的傳道人,為教會未來奠定穩固的根基。
八、 培訓講道同工的困難與原則
在培訓過程中,我們也面臨一些挑戰:
遠距教學的限制,使培訓不易深入且踏實;
部分同工在初步裝備後,認為已足夠了;更應鼓勵同工持續不斷進深學習;
同工對上課學習有熱情, 少有操練.實習, 成為重要課題。
在這樣的情況下,我們提醒自己幾個重要原則:
不要操之過急,避免拔苗助長;
不讓講台成為單純的訓練場;
更重要的是——靈命的成長,永遠重於講道的技巧。
正如所說:「生命是講章,生活是講台。」
九、 屬靈的勉勵與展望
面對未來,還有許多的未知, 我們再次回到神的話語中,得著力量與方向:
在信心上,我們學習全然倚靠神——
「你要專心仰賴耶和華…祂必指引你的路」(箴言3:5–6)
在忠心上,我們願意毫無保留地承擔託付——
「要把所聽見的交託那忠心能教導別人的人」(提摩太後書2:1–2)
在同心上,我們彼此配搭,興旺福音——
(以弗所書4:1–6)
同時,我們也提醒自己:
要勇於承擔接力中的責任;
要有整體性的牧養規劃;
要善用資源,各盡其職,發揮神所賜的恩賜。
結語
德國布倫瑞克三年接力牧養模式是我們過去三年(2022-2025)憑信心大膽的踏出宣教植堂的第一步, 仍面對未許多的困難, 但誏我們緊緊依靠神, 步步跟隨, 祂的應許決不会落空;《哥林多前書》10章13節提醒我們:
「神是信實的,祂不會讓你們遭受無法承受的試探,總會為你們開一條出路。」
宣教的道路從來不容易,但我們深信——
聖靈的能力,遠勝過人的口才;
生命的見證,遠勝過外在的形式。
另外, 今天神仍然藉著聖靈,透過聖經、禱告、環境與教會,向我們顯明祂的心意與作為。
或許正如《以斯帖記》所說:
「焉知你得了王后的位分,不是為現今的機會麼?」
願我們把握神所賜的時機,在這世代忠心回應祂的呼召。
